The city of Florence is located in northeastern South Carolina and has a population of approximately 32,100 making it the tenth largest city in the state. Florence is the county seat of Florence County. Florence is home to Florence-Darlington Technical College and Francis Marion University. The main trucking routes that run through Florence are Interstate 95 (I-95), Interstate 20 (I-20), US 52 and US 76. I-95 runs north to south along the east coast of the United States from Maine to Florida. I-95 enters South Carolina in the northeast corner of the state and travels southwest through Florence, Manning, Santee and Hardeeville and continues southwest into Georgia. I-20 is a major west-east Interstate Highway running from Texas to Florence, South Carolina. I-20 travels through North Augusta, Columbia, Bishopville and into Florence where it intersects with Interstate 95 and ends. US 52 travels north to south from Cheraw, South Carolina to Goosecreek, passing through Darlington, Florence, Kingstree and Saint Stephen. US 76 runs from Sumter, South Carolina northeast to Lynchburg, Florence and Mullins and continues northeast into North Carolina. Florence Regional Airport provides air services to this city.

Interstate trucking companies are governed by the Federal Motor Carrier Safety Regulations (“FMCSR”), including trucking operations, driver qualifications, hours of service, maintenance of equipment, insurance, and alcohol and drug testing. South Carolina also has state specific regulations governing intrastate trucking companies. Intrastate trucking companies pick up and deliver loads only in the State of South Carolina and do not cross state lines. The South Carolina Department of Public Safety is responsible for motor carrier safety and has adopted many of the federal regulations as also being applicable to intrastate trucking companies. Under South Carolina law, intrastate trucking companies must have liability coverage for personal injuries in the amount of $750,000 ($300,000 if the gross vehicle weight is less than 10,000 lbs.). The laws governing hours of service are different for intrastate drivers in South Carolina as compared to federal laws governing interstate drivers.
